[SLAY-6973] Learners cannot be deleted if they have a BIL logged
We are currently aware of an issue where Learners who are flagged cannot be deleted due to them having a Break in Learning.
We are currently working to resolve this as quickly as possible.
Workaround: Remove the deletion flag from the Learners portfolio, then delete the BIL from the Learners portfolio. after this you should then be able to request the deletion of the portfolio which will be deletion out of office hours.
